I intend to move to Chicago in the next few month or so, once I get a job lined up. While searching online, I've seen a couple that are listed in Oak Brook. Is that considered downtown? More importantly, will I be able to get to Oak Brook from Lakeview via the El?

Oak Brook is 10 or 12 miles outside of Chicago city limits, and you'll pass through at least 3 or 4 cities/towns between Oak Brook and Chicago. It's decidedly a suburb, and not even an "inner ring" suburb.

Oak Park, on the other hand, is connected to the city via el, and feels fairly similar to many Chicago neighborhoods.

Not even close.

It would help to look at a city vs. regional map, and compare the two. Chicago alone has around 100-200+ neighborhoods (depending on who you ask) which fall within the strict boundaries of Chicago itself. There are around 200 suburbs outside of that, all independent cities ranging in size from a few thousand up to a couple hundred thousand in population, which comprise the "metro" area.

When most locals refer to "downtown", it is typically referring to the Loop, which is the business district.

Oak Brook is not even close to being downtown. Oak Brook is in Dupage County, where the Chicago city limits is in Cook County. Oak Brook is just wealthy suburb west of the city with a large outdoor mall and some high rises.

Actually there was a small amount of Chicago in Du Page County near O'Hare for years. Now that area is a bit larger since the city has bought a large amount of Bensenville (which is entirely in Du Page County.)
