In Springpatch terms, it is still pretty commonly understood that "if you want to play the game, you have to buy tickets". For every contract to pave a road, install a computer, decide on a pension fund, open a prison, or dust the bookcases a big ol' slice of bellyfat had to go to the RIGHT campaign fund. That translates into contracts that are AT LEAST 10% more than they ought to (mostly done through sneaky change orders, so that it is harder for sniff out which changes were 'planned'...) Some say that on BIGGER contracts the "hog tax" is as greater than 30%. What do you think is has been?

Bigger question: With Obama's shiny new INFRASTRUCTURE INITITATIVE the State has to get its act to together to get the Federal Matching Funds -- will the new handcuffs that Milorad is wearing help to MAGICALLY cut into the hog tax, or will just flow into some one else's War Chest???

I think it depends on who goes down with the boss. Maybe now, the state legislature can pass bills aimed at reforming state business.
