I think it was the Democratic Caucus that said they would not seat anybody appointed by Blago. You are right that Jessie White is the only one with constitutional authority (based on the IL constitution) to prevent him from being seated in the senate. If seated, though, is it required that he find a caucus (neither DNC nor GOP would accept him) to do his job?

Drover, can't the U.S. Senate censure and expell members? If they do have this power, can't they refuse to seat a member? I'm asking you since I know you're probably more studied up on Constitutional law these days than a typical C-D poster.

Never mind, I answered my own question. The U.S. Senate can expell a member with a 2/3 majority vote. But if they expelled Buress while Blago was still Governor, he'd be able to pick another Senator.

As predicted, Jesse White has refused to certify Burris' appointment to the senate:
