They're talking about doing that in Pittsurgh. Which to me, is just stupid. Now, if they decided to do that in the boroughs of Pittsburgh, I can see. But the suburbs? That to me sounds stupid!

This is actually untrue.
If land is "donated" to a city, or if a city (municipal entity) otherwise buys land, it cannot incorporate that land into its district. Not simply by purchasing land alone.
What this means is that if the city of Chicago bought land, it has rights to that land like a tenant does and nothing more. Taxes may not be levied on people living on the land, be they property, sales or income. So in effect, if Chicago were to start buying land in Evanston, that property still "belongs" to Evanston. It's still taxed by Evanston's laws, the people are still reporting to Evanston's courts, et cetera.
Actual incorporation of land is a significantly more complex affair involving the state government, the county, the district and the cities involved. It never happens these days because it's massively complex, even if 100% of the population involved is so willing.
I don't know the specifics, because that's certainly far away from the law that I practice. Yet this is the truth as it stands now. And if I had to hazard a guess, I would predict heavily against Chicago ever incorporating land anytime within the next century.

To build on the question. Let's say that a southern suburb that wasn't doing so well (let's say financially and poverty) offered to be annexed by Chicago. Would Chicago take the land?

If economically rational (though obviously politically impossible), suspect Chic would want to let poorer, economically-irrelevant parts of City (stuff outside Loop, MagMile, GC, and LP) become another city (perhaps called "Wasteland" and perhaps donated to IN)
Most of any major city is a large, highly populated wasteland that pays little in taxes and consumes much in crime, welfare, infrastruc costs, etc
Upscale NS suburbs obviously prefer to be outside City to protect their public schools and tax base
Many large cos. (Abbott, Baxter, Allstate, McD's, Moto, etc) prefer sprawling suburban office parks where they've cut advantageous deals w/suburbs and are closer to many middle-income employees' homes
Chic is largely home for financial and law firms...and yuppies, until they grow old and move to NS
