pretty sure i gotta pay the heating and cooling bill through the electric bill. Its been rehabbed and from what I see, the inside looks pretty good. Like i said, the only vice is that its a ground level and under sidewalk level unit. That fact alongside the fact that it faces a loading dock is make me reconsider its worth. The rent is one thing, I just dont want to be living in a place that I will be uncomfortable with...

^Tell them you will take it for $1000. If you are still considering taking the place and able to deal with it try negotiating with them. IMO I would not pay over $1100 for it though.^

I would look for a different place. That loading dock would be a deal breaker for me and I would always feel unsafe. You might not get the same amenities in a different place, but your well being is worth it.

Also, I've lived next to a loading dock and they are crazy loud -- a grocery store will get deliveries all day and all night pretty much. That sounds awful.

Loading dock of a Jewel also might mean that the store's trash is back there too. That would make for some truly disgusting summer smells.

...and larger than usual amount of certain critters that have a tail and four legs...

I haven't really seen much of them yet this season in WP. I usually have to hold my dog back when I take her outside at night b/c she goes after rats in my alley and under the deck. Hopefully they stay away for much much longer but that is just wishful thinking.
