Okay. There are three adults. Mom, Dad and Mother in law and two children about 7 and the youngest is about 6 months old. Their place is not dirty it's just cluttered. They block the front door with their stroller (which im sure is a fire hazard). The male adult is always arguing with different tenants. It's a pet friendly building and he is annoyed by it. They block the courtyard to play tennis by tying a rope from one tree to another and the tenants have to walk around them. The daughter has broken a few windows while throwing rocks. He once swore at me for walking around too much in my own apartment at 8:30 PM on a Thursday night. I told him to mind his own business and he called the police on me. They actually came out. They told me to never mind him. I wuld understand if he was a good neighbor and got along with the rest of the tenants, but he doesn't. Oh and all this happened in the last four months. What do you suggest?

NONE of these issues have anything to do w/ number of tenants and would likely still occur if only the kid and one parent were living there. people living alone can clutter up common spaces too

I think this really doesn't have anything to do with the number of people, you're just unlucky to have crappy neighbors.

I'm really lucky right now, but at times I've been below or above HORRIBLY noisy people. I'm terrified my neighbor upstairs will buy a dog! She had one visiting a few times and it was awful running back and forth for an hour on the hardwood floors.
