To the best of my knowledge, no. From the time you apply it will be three weeks until you can claim. The first week is the "waiting week" and then when you claim for the first time you collect a two week sum.

You have to be actively looking for work.

Maybe. There's a cut off from when you apply going back a week or two or at least there was when I worked (I worked from a union hiring hall and often collected unemployment). And as Chet says you have to be looking for work. But if you have a good story they might cut you a break, it happens. For instance they make allowances for family emergencies, REAL ones.

Souds like a question for IDES. But I'm hesitant to call them. I figure the less information I give them the better. I don't want to give them a reason to ask me for all of those job search history forms!

I've found the IDES people to actually be very helpful, at least in the Elgin office. Last year my boss was getting behind on pay, she still owes me a couple of months. I went in to ask if I could quit since I was so far behind and they said yes. I didn't find them adversarial at all. My boss did actually end up laying me off.
