If there is a citywide law against charcoal grills on wooden decks, it isn't one the police are familiar with or care about. I have a single family house with a wooden deck and we have a weber charcoal grill in plain sight. We've had the police over a lot lately since we have had some break ins and no one has ever mentioned anything about the grill. They have pointed out some other violations to us though... so it's not like they weren't looking around at all.

Post Patio, balcony crills in Highrise - Chicago

There are many grills on patios in the City of Chicago.
The City of Chicago ordinance prohibits the storage or use of LPgas/propane in highrise.

I would never take a propane tank up a residential elevator.

Not to mention acetylene and "air" (oxygen).

I have an awesome Weber on the 31st floor. Our building said it was ok. Also, the last building I was in said it was ok too. I was on the 13th floor then. Each of these have been in/around the loop. I have also noticed many grills on the patios of highrises. I would hate not being able to grill.

You can always use charcoal. I don't think the average guy knows just how dangerous bottled gases can be.

I thought about trying this, but I was thinking the wind might hinder things. Hmmm

The wind hasn't been a factor, however, at each of the places I have lived the railing was taller than the grill and sort of protected it from the wind.

Good question, and one I've been curious about myself. The closest official word I could find was from the City of Chicago Department of Buildings, "There is no provision in the City of Chicago Building Code that states you cannot place a grill on a deck, but the City advises against it."
