I've been smelling a lot of what I believe to be fertilizer on many people's lawns during this time of year as I get off the bus.. and this is in the city... i bet that is what that is.. I dont know what else it could be.. it has a earthy smell ... do you all smell that too when you pass by people's lawns??

It's a common plant around chicago that has an odor similar to fertilizer, happens every spring/early summer - then goes away.

Boxwood smells pretty bad and fresh mulch often smells really foul.

I've never known for sure, but when I was a kid, in the 1950's our neighborhood would occasionally get a really horrid smell. It was always in the winter, and we lived a couple of miles south of the stockyards. . . .that was always my best guess as to the source.

I work in the River North section of "Downtown" and move about the neighborhood and close-by the 5 days a week I'm at work ... and I don't think I've ever smelled such odors. Maybe there was some sort of sewer back-up near where you were, which was an exeption to what the typical situation is.
