who do you call if there's a dog yelping like it's going to die in the next few minutes? I think someone recently got a dog and is trying out the "keep it outside and maybe it will stop barking" method. (i don't know where they're putting it up here in super-dense Edgewater) but all it's doing is making me want to go find it and steal it to give it a home where it can actually stay inside ... which will get me evicted from my apartment.

so, assuming this aural torture continues, would I call 311?

(i would also like to call someone about the terrible indie musicians that have shacked up in a building near mine too, but i guess the city can't do anything about crappy acoustic music.)

311 can work or 911 if it is an emergency. But you may be better off calling your local police station and/or Animal Care and Control. It is a violation of the noise ordinance at the least. It can also be deemed animal neglect.

no. call 9-1-1. its violation of noise ordinance and animal neglect/abuse. I believe it is a criminal violation. A few years ago, I had a similiar situation and i called 3-1-1, but they told me to call 9-1-1, which i did and they took care of the situation

There should be a non-emergency police number to contact. Also, if you call animal control, they can usually issue a warning. We turned in our neighbors for their unruly pack of constantly barking "outside only" dogs when we found out one had eaten another dog. That sh** stopped fast.

If a "crime" is in progress--even just a noise ordinance issue--the 311 dispatcher will transfer you to 911. This is how they operate. I know a lot of people in Uptown call the cops for noise violations, public drinking, and other "non-emergencies" and they always get transferred to 911. And CAPS beat facillitators will tell you to just call 911. It sounds wrong, but it's just the way it works.

Get yourself a pet python and "accidentally" release it into your neighbor's yard late at night. You might have to carry the snake back into your house the next morning as it will probably have a full belly though, so be warned. But hey, no more barking! Problem solved.

the problem is i'm not exactly sure WHERE it's coming from. it sounds like it's coming from a little north west of my building... if it gets bad again i'll try calling the police to see what they say.
