Before I even opened that article, I said to myself "I bet this has something to do with hiring more 'minorities'..." because for some reason, on a macro level, they just seem to suck something awful whenever held to intelligence thresholds that are determined in a standardized format (yeah, yeah... Guns, germs and steel... Forced over-emphasis on water-gathering during the bronze age is obviously the excuse for that
