I am coming up to Chicago on March 5th and am trying to figure out how much time I need for drive time. According to mapquest, it should take me 3 hours from Peoria Heights, Il but thats without traffic. I am going to the German Consulate office on 676 N. Michigan Ave. Can anyone tell me approx. what the traffic is like and how much time I should give myself? Also, where there are any parking garages nearby there? Thanks in advance!

Do not rely on mapquest or any other device like that unless it has real-time traffic. Chicagoland traffic is tough and unpredictable. You didn't mention what time you needed to be there but it's a normal weekday so you can expect to fight traffic downtown on almost any day. As for parking garages, I am not certain which ones are near your destination but downtown has many so you should be able to locate one nearby just don't be surprised if the closest one is a few blocks away so dress warm. I think I would give it at least 5 hours. Good luck.

Here's my suggestion from experience driving to and from downtown to Downers Grove (western suburbs) on a fairly regular basis.

Plan your trip around arriving IN the city (not the suburbs) between 10AM and 2PM. This was always the green light for us to get in or out of town.

Knowing the trip fairly well from Peoria to downtown Chicago, it will take you a solid 3 hours or more depending on how you drive. An easy way to go is I-74 to I-55. Google Maps suggests exiting I-55 for I-90/94 to the Ohio Street exit. From there it's just a matter of getting to Michigan. There should be plenty of parking garages in the area though.

About the time frame question, I would suggest leaving, no later than, 9AM. This would put you into town around or before noon. Leaving around 7AM would put you right at the beginning of the smoother mid-day traffic at 10AM.

If you have to be there by 9AM, I would suggest leaving no later than 5:30AM, but preferably 5AM depending on how you drive.
