God rules the entire universe. He created it and so He gets to make the rules.

The interesting thing is that with the Jews, when Jesus returns:

Mat_13:41 The Son of Mankind shall be dispatching His messengers, and
they shall be culling out of His kingdom all the snares and those doing
lawlessness,

Those people will live amongst the nations and will wail and gnash their teeth at getting kicked out.

But, with the believers of the nations, under unadulterated grace, we are transported (heavenward) into the kingdom of the Son of His love (Col.1:13). But not all believers get to reign in that kingdom.

Except there exists something in the universe that God did not create or the universe would be indistinguishable from God. The fact is, people do say "What doest Thou?" and either God willed that they do so, or it is one of those things that God didn't create. I believe that there exists things that are both not created by God and is not sin, and God created what he did create to discover things that were not sin that he didn't create.
