I suppose that's fair. The trouble with applying it to current events is that we would need to see a domino effect that negatively impacts both Syria and Israel equally. The combined military might of the entire Muslim Middle East has yet to amount to anything to write home about in modern times. There is no massively overpowering force in the area that threatens both Syria and Israel. Then one must consider that, in general, whatever is bad for Syria is kinda good for Israel. In the highly unlikely event that Syria gets completely squashed by the USA (for example), that's one less hostile nation on their borders. And I don't envision the USA completely depopulating the city of Damascus, then launching an all-out invasion of Israel for an encore.
I think the sociopolitical landscape of the Middle East would have to undergo some drastic changes to see a repeat literal fulfillment of Isaiah 17. Assyria was the scariest nation on earth. The scariest nation that anyone had ever seen. Nothing like it exists in the region today.
