Theophilus means "Lover of God" or "Friend of God", so the name may mean simply anyone who loves God or possibly a specific person who had that name. This is unknown with certainty.

Theophilus was appearently a common Roman name. It is mentioned only here and in Acts 1:1
Josephus ( the Jewish historian) mentioned 2 men of this name who were high priests. The man mentioned is Luke (probably) was a man "instructed" in the life of Christ (v4).

There is a lawyer in Chicago who thinks that Theophilus was an official in the emperor's court and that both the Gospel of Luke and the book of Acts were written as "legal briefs" prior to Paul's trial.

Seen from that point of view, a great deal of the way they are written--and the way Acts abruptly ends--makes sense. Notice, for instance, that Acts seems to take great pains in presenting the Church and Paul's activities as in no way dangers to Roman law and order.
