Notice this is not a wager between G-d and the Adversary...It was the Adversary's job to look for good and the bad and bring back a report to G-d on what he had found, this is why G-d asks the Adversary if he had taken a look at His servant Job, and lauds Job for his righteousness, and the Adversary states that G-d has not tested Job yet and questions G-d whether Job would still be loyal if G-d were to take away what He has given to Job...So, G-d send the Adversary to test Job...
and the Adversary, too, came among them: to accuse the people.
7.The Lord said to the Adversary, "Where are you coming from?" And the Adversary answered the Lord and said, "From going to and fro on the earth and from walking in it."
