I believe what it is saying is that if one is poor, they add to the dilemma of having child (children). They are already living in poverty and now they are putting more strife on to their family by asking for handouts or going on welfare, which in itself is a burden to society. As most know there are mothers with multiple kids already who are there to have more kids to obtain more money from welfare.
