"A new London restaurant is stripping down to the basics, with no chemicals, no artificial colors, no plastic, no electricity, no gas, no phone — and no clothes."

What's interesting is that the majority of viewpoints that a so called "fundamentalist" may express that runs counter to your world viewpoint is classified as fear. We can't be for or against something because of rational concerns or a preference.
It says more about you than anyone you attempt to cast as fearful.

In London? Isn't public nudity allowed in England? Including beaches, etc?
It's not an offence to be naked in public in England and Wales but it does become an offence if it can be proved the person stripped off with the intention to upset and shock. The complainant has to prove this.
In Scottish law there is no statutory offence, just the common law offence of offending public decency.
Funny what upsets some people. It's a restaurant with a gimmick....they'll be serving nudists. No one is making anyone eat there .....but....oh noes! It's Sodom & Gomorrah!

What was the point of the Sodom and Gomorrah reference if not to cast fear?

Does the story of Sodom and Gomorrah make you afraid?
I think his point was that it is a commentary on the decline of morals in our society today. It isn't enough to simply serve a meal--society has to find a way to sexualize everything. Yes, this is in London, where nudity may not be as big of a deal as the US...but it's still a gimmick playing on sexuality. That is where our society is heading. It's just more and more common.
