Everyone thinks Jesus is speaking of children who the kingdom belongs to. Not so. It is those who come to Him or those who come to be like Him, who believe and do His works. Those who take up His yoke and continue in His word.
Jesus describes coming to Him as believing and believing as doing the works He did. So it is those that copy Him and spread God's word who actually "come to Him" and belong to the kingdom of heaven . That is why He said those who the Father gives to Him keep His word.

You offer an interpretation beyond the clear meaning of the words. The clear meaning of the words in verse 14 are understood by verse 13.
13Then the little children were brought to Jesus for Him to place His hands on them and pray for them; and the disciples rebuked those who brought them.
Not saying you are necessarily wrong, but another interpretation beyond the clear meaning of the words is that Jesus is telling the adults to be free from preconceived notions about Him and His purpose---as a child would come.
The terrific thing about your OP and my response is that it points out how alternate interpretations can be equally valid.

See Jesus uses a humble little child as one who would be willing to be lead

Notice He says converted and the child must walk in His name.
Jesus played with words so sinners could not find the kingdom of God until they turn and serve.
