..you are right jer, the literal translation, in what's known as 'vulgar latin', (what i was taught in h.s. in the 60's) is exactly as you posted. it's filtered down as 'who will watch the watchers', as most of Juvenal's satire was aimed at the media he was always asking that question in his poems.
