sciotamicks, you are correct concerning "His people." And in Revelation where it is written that "death shall be no more" and "He will wipe away every tear" this also is concerning only those in the New City Jerusalem. Outside that city death is still in force in the lake of fire.
But this does not mean that all mankind will not later experience salvation and being subjected to Christ and God being All in all.
I think sciotamicks believes that the rule (king's power) from the city only extends as far as the gates, and that outside the gates are the enemies of the kingdom. I believe that the king rules over all, even those outside the gate.
Christians who had previously died will be resurrected at that time and taken to heaven. For the following 1000 years, only Satan and his angels will be living on earth.....A second resurrection will occur at the end of that period. The righteous will then return to a cleansed earth, and establish the New Jerusalem.
....... The unrighteous who died before the Second Coming will be resurrected and be annihilated; they will be consumed by fire from God, along with Satan and his angels. The universe will then be free of sin and sinners. Hell exists as a lake of fire where the unrighteous are "burned up, utterly destroyed, and cease forever to exist". Hell does not exist as a place of eternal torment. The vast majority of humans who have ever lived will be among the unrighteous. They will simply cease to exist in any form.

YES! Christ reigns over all. Those outside the gates are the subjects of the Kingdom:
Matt 8:12 But the subjects of the kingdom will be thrown outside, into the darkness, where there will be weeping and gnashing of teeth.
Heaven is the place where the clouds and stars are... earth is the tangible material under foot.
Heaven can also mean a spiritual seat of authority or rule... and is meant that way in some scripture.
