A female lamb could be offered for a person who was not of the priestly family, but for Levites a Male Goat or lamb was necessary. The cost would be less, but the value to God was the same. For a priest a higher cost was needed.

The male goat is to be brought IF it is a LEADER of Israel that sinned, if it was a common man [an israelite], then he is to bring a female goat...There's a distinction here between a leader and a commoner...
