Something else which contributes to the confusion. In Ohio property taxes are collected one year behind. That is the property tax bills you will receive in 2015 are actually the taxes owed for 2014. Since the tax evaluation may have changed between 2014 and 2015, what tax bill are you receiving? As I said the tax bill is for the prior year.

Similarly, any tax evaluation adjustments are good for an entire year, and will be applied to the tax amounts for the current year which are due to be paid the next year. So there are some items of confusion.

KJBrill is right. Ohio statutes say assessed value is 35% of what the county auditor deems true market value. Sexennial physical appraisals are performed with a mid-cycle triennial performed based on computer analysis of recent sales.

Take the AV multiplied by the various property tax millages levied by overlapping jurisdictions (the county, the zoo, MRDD, and schools, etc.) to derive your property tax bill. And yes, property taxes are paid in arrears in Ohio.

The appraisal process in Hamilton County is highly flawed, as you can have two houses virtually next door to one another with nearly identical square footages and lots, and in similar condition and they will have wildly different tax valuations. I've seen this time and again. I've gone through the appeal process in Hamilton County can and it can be agonizing. It's essentially it is like a trial. You present your case to a three member board, and then the county has their expert testify. If you live within Cincinnati and you are contesting your valuation by more than 20%, then Cincinnati Public Schools also gets to testify as part of the "defense". It's truly ridiculous. It reminds you that property ownership in this country is essentially a myth, since the government has a permanent lien on your property and can take it from you if you don't pay whatever value they want to assign to it.
