Probably NYC.
NO has Nutria rats, they aren't a problem in the city any more, but remain an issue in rural areas.
They're so big of a nuisance that the state pays $5 for every dead one produced.
Chicago use to have a terrible problem, but a number of years ago the city officially declared all out war on rats. They changed the laws about dumpsters (now elevated) and sealed bins, cleaned up the alleys, and have a huge poison program.
It's been estimated the rat problem has dropped from over 5,000,000 to around 600,000.
I've seen a few here and there. I put out some poison in my backyard (yes, I was concious of making sure pets couldn't get into the area!) a few weeks ago when I saw a burrow.
I don't know of anyone who's actually had them INSIDE their houses though.
I have never seen a rat in Atlanta or New York (though they are obviously there according to the reports). I have seen mice on tracks in subway stations, which is to be expected, I guess.
EVERY-SINGLE-TIME I have gone to Washington, DC, I have been greeted by one or the other when walking along a sidewalk - usually in broad daylight.
i was surprised to see Louisville 4th while cities like Miami, N.O, SF, LA, St Louis, Newark? not even in the top 12? wow
top 12 list from 2009:
1. NYC
2. ATL
3. Houston
4. Louisville
5. Philly
6. Chi
7. Boston
8. San Antonio
9. Milwaukee
10. Detroit
11. El Paso?
12. DC?
I've seen rabbits running around Newark airport strangely enough, but I've never seen a rat... yet.
