I think all factors are imprtant when evaluating, probably no single one tells the whole story. Many good and large companies are good (especially when they have good fundamentals). Economic output is also important, diversity of economy, growth industries, unemployment etc.

The real question on comparing corporate HQ's to an areas health, it might be risky at times to do that. If an area relies on too few employers and especially in one sector it can all fall apart fast. Another question is some places while they may not have the HQ there does have a large presence in a particular place who at times are more important.
