the downtown of ATL feels bigger to me, but San Antonio feels bigger as a city, I've never been to Milwaukee but Im curious to know how it stacks up against the other two.
Quite a range in terms of the sizes of these respective cities's metros , I mean come on:
Milwaukee about 1.75 million
San Antonio a little less than 2.1 million
Atlanta about 5.5 million.
Just based on that, who wouldn't choose Atlanta? And overall Milwaukee might have some better urban neighborhood, perhaps even denser, but Atlanta just is bigger in every reguard with major city amenities that won't be found in Milwaukee or San Antonio,

maybe not downtown wise but milwaukee is impressive when you get in the neighborhoods. there was a time in the early 1900s that milwaukee was about 25 square miles with a population over 400,000 people and at the time was the second most dense city in the us behind newyork. when you get into the neighborhoods of milwaukee it looks more city like by far then atlanta or san antonio.
