Personally I think they will. I visited Philly for the first time ever two weekends ago...driving there from New York City saw almost no break in their suburbs. Took us about 80 minutes to get from the Cross Bronx Expressway to our hotel in Center City. Granted, I'm a fast driver and we didn't face the usual clusterfahk on the X-Bronx, but they're still very close to one another.
Will New York and Philadeplhia's CSA's combine into one big CSA by the 2030 census? If not what will it take to make that happen?
There is a chance it will in 2010, if Mercer hits the Philly MSA rate again (did up until 1999 and has been tracking back that way) it will also retain the NYC MSA link to pass the Census standards. The odd thing is of all the people here nearly 30 million it will be a couple thousand that make the difference

whoa, that is pretty fast! i usually do it in 90 mins from the GW to the BF Bridge and i fly.

Going back home it took us 2 1/2 hours to get across the GW. I hate that bridge so much haha. I actually need to take it back about the Cross Bronx. It was 80 minutes from the Lombardi Rest Stop...still not too bad considering that was from there to the valet at the Center City Marriott haha

If to Boston, take the Tapanzee or even Newburgh to avoid the xbronx

No, but for several reasons.
For one they won't ever meet the current CSA threshold from core to core.
Secondly, it would be a real shame to happen. Philly and NYC should (and deserve) to be separate metros.
Besides, any combined NYC/Philly interaction should be continued to be viewed in the larger context of the BosWash Megalopolis. The same factors apply to Boston, Baltimore and DC.
