More diverse - Umm.....DC, but Houston is following close behind. It could possibly be a tie.
Better public transportation - Hands down, DC.
Better layout - Umm.....I'd go with Houston because of not only it's grid pattern, but it's suburban type atmosphere. Don't really care for too much density.
Better restaurants - Tie, but I prefer Houston.
Better shopping - Tie
Better parks - This is tough. I think I'll give it to DC.
Better events/festivals - Don't really know much about the event/festival scene in DC. Houston has some amazing festival and events though.
I think every city in the US has a better layout than DC lol, wasn't it designed to confuse invading enemies?
So anyway, lets see.

Better shopping- Eh, tie I bet, neither one's known for super awesome amazing shopping as far as I know, same with restaurants
Better parks- Does the National Mall count as a park? If it does, DC beats every US city for me on that
Better events/festivals- Probably Houston
Better schools/universities- DC
Better scenery- DC
Better cultural institutions (museums, art galleries, etc.)- DC, better than any city in the US for sure
I'd rather live in DC, but it has more to do with all the monuments and museums and places like the capitol to me. I could eat or shop anywhere, I'd probably love living in Houston as much as anywhere else, but I could never pass up the chance to be near all that cultural "stuff".

More diverse: Both are pretty diverse. If I didn't break my laptop 20 minutes ago by dropping tea on the keyboard I would have posted stats. Racially I remember it being Houston by a margin, ethnically I I'll get that when I can get my laptop fixed.
Better public transportation: Washington DC
Better layout: Washington DC
Better restaurants: I prefer anything in Texas for this category. It's my opinion though.
Better shopping: I hate shopping...
Better parks: I never go so I don't know
Better events/festivals: they're large cities, you can expect them both.
Better schools/universities: Washinton DC
Better scenery: I don't know man, neither of these two mofo cities are known for this. ROFL.
Odd match up. I'm not leaving an answer I like them both equally for different things, and I have enjoyed my visits to Washington DC a lot. Only other Northeast place that amazes me besides Washington DC is New York City, and Boston aesthetically is beautiful-but not my style, Washington DC & New York City are more of my style.

Layout = DC
Restaurants = close, but Houston by a very slight margin
Shopping = DC by a hair
Parks = Houston
Events/ festivals = DC by a little
Colleges = DC
Scenery = DC by a little
Cultural institution = DC (but Houston has many great ones) DC is the best in America in this area

Better restaurants - neither great but better diversity in DC

Better scenery - Chesepeake and Mountains are greater proximity, though beach is closer to Houston - maybe draw, but Mid Atlantic is prettier overall
