In terms of which city has the most influence within this area, politically the answer is DC, of course. Economically, I'll go with Atlanta. Miami has more of an international influence (Caribbean, Latin America) than a regional one.

DC, but I've always thought of DC more Mid-Atlantic then South Atlantic. Otherwise, it's Atlanta.
