I'd choose LA. It's big enough to keep you on energy for even 3weeks. LA is like Miami and Orlando mixed basically(as far as amenities go). Although, Miami/Fort Lauderdale has things to do away from the beaches than people on here actually think. You gotta know where to go, there is actually plenty of places of interest throughout South Florida inland and away from the Beaches. I'll name a few:
Hardrock Casino/Seminole Paradise/Live Performances from BIG artist(from B.O.B, to Travie McCoy to people like Bruce Springstean, Enrique Iglesias) and Boxing matches etc.
Boomers entertainment park
Everglades National Park/Camping/Biking/Airboating
Sawgrass Mills
And that's all just in Broward County(not even in Miami-Dade)

Your opinion is spot on. As beautiful as Honolulu is I would get bored after the first week. I know that LA is spread out, but I would bever get bored with the amenities that the city offers.
1. LA, in the three weeks you wont get bored, too much to do and explore.
ex. theme parks, city tours, urbanity, beautiful scenery and beaches, mountains, adventure parks in the mountains for example navitat where you can zipline from mountain to miountain in the los angeles national forest and climb trees that reach above 100 ft. also hollywood, museums, catalina island, and Orange county beaches home to Newport beach. Newport beach in early august has great water temperature that is mildly warm in the 70 degrees very comforting, also laguna beach in orange county that has beautiful crystal clear light blue waters.
2. Hawaii, one of the most beautiful vacation spots in my opinion just that not much to do for three weeks or even two
3. Miami although it has nice beaches, it doesnt catch my attention.
I would choose Miami, only because I have not been there (except the airport), then Hawaii (which would've been my first choice, only I'm from there and have vacay'd there before). LA I go to many of the weekends out of the year, since I live in San Diego and have family up there. But my advice to people is this:
If you're going to have a relaxing beach vacation, Hawaii is the place. Sure, it has hiking, some nightlife, things to do in downtown, and museums/memorials, but those can all be done in one day. The beaches are really the main attraction of the islands and the water is SO warm and crystal clear, with gorgeous golden sands! The waves on the North Shore are awesome for surfers; the beaches are calmer on the South Shore. The weather and water is always perfect-warm, but not too hot, and humidity levels are pleasant thanks to the trade winds. But don't just stick with Oahu. I'd advise taking short day-trips to the other islands as well.
I am surprised by how many people say that there is not much to Miami. The beaches are downright beautiful! Plus, the club scene can't be beat, except maybe by Las Vegas or LA (the other option). It is very close to the Gulf, the Everglades, the Keys, Fort Lauderdale, Boca Raton and Palm Beach, which offer their own unique tourist activities and beautiful beaches. The weather is not as great as Hawaii-cooler water in wintertime, cold snaps in winter, storms in summer and fall, brutal humidity and heat most of the year. But still nice for a vacation.
LA is great for hiking and also seeing where the stars play/live, etc. There are many great museums and places to party. The beaches are good, despite the pollution and water temperatures averaging around 64F. It is a nice surf spot, but a tourist would be better off exploring the beaches either up north in Santa Barbara, or south in places like OC or SD, where there are also nice touristy things to do. LA is also close to Palm Springs and Catalina Island, which are beautiful and offer much to people who like nature. Catalina has beautiful beaches-they look like the Mediterranean! Both there and Palm Springs offer great hiking. LA, besides the smog, has a pleasant mild climate, perfect for enjoying the outdoors year-round.
