I have friends in Hong Kong so it will likely be the first I visit of the three. Having said that, I'm dying to see Tokyo (and Japan in general) more than HK.
Beijing is not on my radar. It just sounds far too third-worldish and not sexy at all.
I've been to Tokyo and Beijing. Overall, Beijing was still a bit 'dirty' when I visited (just before the Olympics). Minus the obscene air pollution, we had a hard time seeing the sky some days, its not a bad place.
Tokyo: I loved it when I was there this summer. Nice, clean, architecturally interesting, and just plain massive. I would probably move there for a bit if I could afford it.
For me, its a tie between Beijing and Tokyo. They both are really amazing cities in their own right.
The line between first world and third world is not clear these days. If you throw New York in this competition, it actually has the least updated and most outdated and dirtiest infrastructure among these, but it is still a first world city. Beijing's air pollution is still a problem, but on street level and infrastructure wise, it is more modern than the other two, which are in turn much more modern and cleaner than the good old New York.

I've been to Hong Kong and Beijing, and it's hard to compare the two. One is sprawling, has alot of history, and is a megapolis of about 13 million (metro of nearly 20 million) on a flat plain. Hong Kong's setting is indeed spectacular, and it has some wonderful sites, but I found Hong Kong's CBD a bit uninteresting (Hong Kong Island) and commercial. It's real jewels are the various fishing villages, remote islands etc. Would love to visit Tokyo because it seems so exotic, different and space-agey.
Hong Kong by far..because it's the most Americanized.
Would never ever live in the other two.
