The cities I'm looking at now are:

Tucson, AZ
Albuquerque, NM
Chicago, IL
Denver, CO

I have not traveled to many places. I have lived around Seattle and Portland my whole life. I'm 24 now and want to move somewhere else that doesn't rain and/or is cloudy 24/7/365. I have always been attracted to the desert and thunderstorms but also like snow storms.

A few things I want my city to have:

Storms (I'm tired of the mild weather)
Biker friendly. I would rather not have a car.
Farmers' markets
Hiking and camping
Swimming (And I don't mean pools)
Friendly people that aren't uptight
Rents at or below $700 or close for a 1 bedroom. (I don't mind teeny apartments as long as they have character. I HATE apartment complexes.)

If you have other suggestions, please tell! Because of family, I wouldn't be interested in going any further east than Chicago.

Definitely Chicago. It pretty much meets all your requirements and since it's such a large city it'll have more things to do than the other ones.
