For me personally it is Michigan, for you or somebody else it will probably be a different state. FAR too broad of a question, and everyones perception of the "criteria" is going to be different, especially the weather part. Followed closely by amenities and lifestyle.
No but really, this is a hard one, if Texas had a older port city I would vote Texas. It's coastal, close to the border, snows, offers SE and SW culture, have 4 major metros that offer different lifestyles, and not much of a threat to natural disaters.
You will get a lot of different answers, and probably everyone will answer a different state.
For me, I think it would be between Pennsylvania or New York:
PA has two large cities that offer great amenities, and Pittsburgh was voted Most Livable City in the U.S. (that's gotta count for something)
PA has one of the top 10 best educational systems in the country
I like all four seasons, and winter is my favorite, and PA gets a full winter, which I love
As far as lifestyle, I like how it varies. You can have the fast pace of the city, or the slow pace of the country, without it being too slow. Don't know how to describe it.
They are both beautiful states with natural scenery
NY also has all of the above. Except for Pittsburgh :P
A lot of cities of 250k or more, diversity, satisfying weather, Hollywood, liberalism, hilly cities(fun to explore), and beaches with fine and sexy girls in bikinis.

California no contest. Beaches, mountains, forests, deserts, central valley. Some of the most urban environments in the nation and some of the most rural.
Bottom line: California has everything you could possibly want, weather, forests, giant redwoods, rivers, lakes, caves, glaciers, deserts, rolling hills, snow, alpine mountains, waterfalls, valleys, beaches, huge waves, great cities, agriculture, wine, cuisine, culture, diversity, cutting edge technology, education, all at the highest levels found in the country bar none. The best of the best will be found in California without question. It hurts my brain to think of even one thing it doesn't have.
