No, these are suburbs with downtowns bigger than a small city, and at around medium sized city downtowns.

NYC (yes NYC has many many many additional DTs spread out in LI, West Chester, NJ , and CT; honestly more than anywhere else, just maybe not skyscrapers in the burbs like other places though will have many taller 20+ story buildings), LA, DC, DFW, Houston, Atlanta probably come to mind though I think this criteria is too reliant on skyscrapers

also I saw the woodlands mentioned, if these places qualify all major metros have multiple downtowns, or are only modern ones qualifying, for example in Philly there are at least 15 places with at least the size (most larger) than the woodlands; just maybe not as new in the building design

I believe New York takes this, although a case could be made for Los Angeles.

New York has at least five CBDs in the city itself, and that doesn't count places like White Plains, Jersey City, Newark, etc.

The word "downtown" is very vague, and really has no real meaning outside of Manhattan.
