Orlando, no doubt.
Doesn't matter if you don't like Disney or Universal, there's plenty of other ones to visit.
I'm a little biased to Cedar Fair because that is what is close to me, but I don't have a lot of respect for the company itself. They focus too much on Cedar Point and seem to forget they have 17 other parks.
I like the old school seaside amusement parks with old rattling, tooth-chipping, shakey-as-hell wooden roller coasters like the Cyclone at Coney Island and the Giant Dipper at the Santa Cruz Beach Boardwalk. Plus they've got the weird old carnival-style attractions like the Coney Island Sideshow or Shoot the Freak(sadly gone) or the bizarre acid trip rides like the Cave Train at the Beach Boardwalk.
Those Disney/Six Flags parks are cool, but for the cost I could just go skiing at big mountain resort... For the price of taking a family to one of those places we could just take a trip somewhere that's actually interesting. I'd love to go to Cedar Point some day though just to ride all those coasters...
Los Angeles wins it! I have heard that Cedar Point in Ohio is the best amusement park as far as thrill rides go. Disneyland is cool but I find myself riding Space Mountain a gazillion times because of the lack of thrill rides..LOL!!!

I believe Orlando has the most theme parks...and the most visited in Disney World (although it's really four different theme parks in one).
Disneyland popularized the concept of theme parks (as oppose to amusement parks), and of course Los Angeles gave birth to the originals i.e., Disneyland, Universal Studios...along with holding many distinctions, with some examples as Knott's Berry Farm having the world's first inverting roller coaster and Six Flags Magic Mountain having the world's first complete (360-degree) looping roller coaster and the most roller coasters (17).
