Which city provides a better quality of life for people who have low incomes? Which city provides more free and low cost services for these people, and treats the lower classes better?

I don't get all of the Cleveland/Chicago comparison threads you create. Are you trying to get more posters to side with you about anything Cleveland rather than Chicago?

Not everybody starts out at the top John Paul, and some people will always be at the bottom. Better if a city treats those at the bottom better, than only treat well the ones at the top.

Does it really matter which city has the better life for people with low incomes? Wouldn't it be a struggle, regardless? Likewise, a number of low-income families likely wouldn't have the means to pack up and move to Cleveland (if it were better) or to Chicago (if it were better). Seems to me that the argument is simply "Who comes out on the bottom of the pile?" My experience, in general, has been that no city treats its low-income families very well.
