Now that I have officially been to all 4, i find that I like ALL of these CBDs. They are all Vibrant, Clean, Large, etc...I especially enjoyed my hotel in Downtown Portland, and it gave me a new perspective of the city.

Then I vote Seattle because I live in Seattle.
To be honest I've been to Portland too and it's public transit system is awesome and downtown really quirky. I like it. But for some reason I like Seattle's more. Can't put my finger on it.
To be honest, I prefer Portland to all the others. Yes, it's smaller - but it is one of the most human-scale, pedestrian friendly downtowns in the country - with lots of great shopping, bars, restaurants, condos. There's cool distinct sub-areas, the streets are narrow, the sidewalks broad, theres good transit options (light rail and streetcar), a great busway and park boulevard. It really is one of the most user-friendly downtowns I've ever been to.
Seattle, Minneapolis, and Denver have broader streets, taller buildings, and are bigger and more diverse, but Portland gets all the details right.
I've been to all except Denver so I'll give it a go

Denver needs to work on getting people to move there, they've done a good job so far.
Minneapolis needs to work on getting residents and filling in the surface parking lots.
Seattle I don' think needs anything, maybe more beaches, a nice urban beach maybe???
