Culture/identity-Tie, leans toward Florida because while LA's is very unique and definite, Floridas is much more popular and well known.

Safety-N/A, its not like were talking NJ versus ID.

Affordability-Louisiana

Quality of life-Florida

Entertainment-Florida, LA is no slouch

Cost of Living-Louisiana

They are both swamplands, however, if I had to choose it would easily be South Florida no questions asked, I love Miami and surrounding area. New Orleans is a great place to visit to, but not a place I personally would want to live and settle in. More fun, and action happening in Miami area. Also, keep in mind Florida also has Orlando, Tampa, Jacksonville, Palm Beach county, and other selections too..

I'd choose to live in the Tampa bay area. I love Lousiana. The culture, the history, the food- It's more interesting than FL.. I just wouldn't want to live there.
