Yep, I'd have to say I would, however that kind of thing would never happen. Too many people are contempt using Atlanta's amenities, but don't want to contribute to it.

I agree entirely. Gerrymandering ruined Georgia to a terrible degree imo, because hell Georgia has the second most counties outside of Texas and we are considerably smaller than Texas so, the Government is ridiculously detached throughout the whole state.

your counties do have really odd shapes.
Texas originally only had 23 counties, but they got split up as time went by.Texas had 3 municipalities at the time of Independence and each became a county seat of the area around them.
some of them were consolidated or absorbed into another.
how were the counties drawn in GA? Here they are either square or they follow some natural pattern (like a River or something).
As of the 2010 Census, Raleigh was 403,892 out of its MSA of 1,130,490. Combined with Cary, as co-named in the Raleigh-Cary MSA, 539,126 of the 1,130,490 live in a named city. Further expanding to the Raleigh-Durham-Cary CSA, adding Durham brings it to 767,456 living in the named cities out of 1,749,525.
It started as such that every country farmer, and rancher should be able to be within one day on horseback or wagon, however when the the automobile came along about 25 or so counties were created, mostly due to political reasons (gerrymandering) mostly to curb votes, for certain politicians.
SF made a dumb move and seceded from its resident county (San Mateo County) back in the 1800s. That has harmed it overall. Although it made for some density (but I think the density would have happened anyhow, given topography).

There was actually serious talk a few years ago in Fulton County and the City of Atlanta of moving towards a borough system, but it died because of fierce opposition to the idea of consolidation. People really like their little fiefdoms here.
It could be worse though, look at St. Louis County Missouri. They have 91 municipalities, 9 CDP, and none of those 100 municipalities is the city of St. Louis.
