Wow, many questions. I wish I knew more about Minneapolis, but I can't compare the cities, never been there and I know Philly too well. A friend visiting from Minneapolis says it's very nice out there but that Philly struck him as world-class and that Minneapolis did not.

Usually when people say Minneapolis they really mean the Twin Cities, if that is the case the bluffs in St Paul plus the lakes in Minneapolis give the edge to the Minneapolis area, if St Paul isn't included it is closer due to Philadelphia's proximity to oceans and "mountains"
15) Which city has the better economy?Minneapolis
16) Which city has more potential for growth?Minneapolis
17) Which city is more educated?Minneapolis
18) Which city has the better and more affordable cost of living?Minneapolis is dirt cheap compared to the coasts

I really like both cities. Both are very underrated (in the real world). If I was moving to the east coast Philly would be my first choice. It has better architecture and urban fabric than Minneapolis. On the other hand Minneapolis doesn't have any real slums, and if you don't mind cold weather the quality of life compared to the cost of living are hard to beat in an American city.

Which of these two cities would you say has the better overall quality of life? Which one would be the better place to raise a family? There is no right or wrong answer to this question but I am just interested and curious about different people's opinions on this. So I'm just having fun with it as far as seeing all the different answers that you get and what different people think.

Minnesota has great schools and it has open enrollment which means you can live in the city and send your kids to suburban schools. That probably makes it a better place to raise a family. The Minneapolis suburbs (and probably the city) have much better schools than Philly proper.

Philadelphia suburbs have some of the best schools, public or private in the nation.

I was thinking more about the cities. The city of Minneapolis is a much better place to raise kids than the city of Philadelphia. With open enrollment Minneapolis may be the best major metro central city to raise a family in if you aren't rich.
