Decent range of MSA sizes here:

Detroit MSA 4,294,983
St. Louis MSA 2,810,056
Cincy MSA 2,137,406
Buffalo MSA 1,134,155


I'd personally go with St. Louis followed by Cincy at the moment, Buffalo is much smaller and Detroit still (despite the large offerings of the metro as a whole) has a lot of fixing to do for me as I care most about the urban areas.

Weather: Subjective, but most will prefer St. Louis/Cincy
Growth: St. Louis & Cincy are growing slowly, Detroit and Buffalo are slowly shrinking
Crime: Detroit is the worst, but are you involved in the drug trade/gangs? No? Than who cares...
Economy: Size is Detroit and St. Louis
Entertainment: Detroit and St. Louis
Proof: Uh... proof of what? The other categories?
Neighborhoods: St. Louis
Suburbs: St. Louis and Detroit

Suburbs: AH, sorry, Not too many metropolitan areas have the upscale beautiful suburbs of Detroit...parts of Oakland County look like the English countryside.

Crime - Cincinnati
Economy - Cincinnati
Entertainment - St. Louis or Detroit
Proof - Alcohol? Then St. Louis wins
Neighborhoods - Cincinnati has some great neighborhoods, but St. Louis's are more cohesive and walkable.
Suburbs - Detroit. Absolutely stunning upscale suburbs. Too bad the rest of the city doesn't match.

I prefer Cincinnati and St. Louis.
