Surprising to not see Santa Fe on many people's lists. It has a rich history and culture.
But my list would be:
1. Atlanta
2. Austin
3. St. Paul
4. Boston
5. Denver
6. Santa Fe
7. Sacramento
8. Indianapolis
9. Hartford
10. Raleigh

I also like Olympia, WA as it's close enough to the Puget Sound area metro but in its own element and far enough away from Seattle so that the bigger city doesn't dominate the political scene entirely in Washington State. It's also an eclectic little city with a nice downtown and waterfront, just a nice little state capital that's not isolated but not in the rat race either. Perfect in a way.

As far as state capitals go I can't rate cities like Denver, Boston, Phoenix, or Atlanta highly because they have so much noteriety themseleves as it is that their recognition as state capitals almost seems to be an afterthought.
Very well-written.

I like Santa Fe's rich array of art and history, and how there is a lot to see and do in a rather small city like this.

You are also correct about the big capitals like Atlanta, Denver, Boston, and Phoenix, they are more known for being large cities than state capitals.

Indianapolis, Austin and perhaps even Sacramento should be among that list for state capitals that double as large cities.

hmm.... not many in the south. Richmond, Raleigh, Columbia, Atlanta, Tallahassee, Montgomery, Jackson, Baton Rouge, Little Rock -- all pits.

This is a tough question. I can't think of any cities I've been to, that I like, that are state capitals.

Atlanta, Richmond, and Raleigh are all pits?
I'm in Baton Rouge now, it's not a pit to me but it's not Raleigh either.

If they are pits, then what do you like? After all the original post asks for the BEST 5 capitols not the worst 9.

Yes indeed they are. Raleigh sucks, and it is the best of the 3.

I am sorry to hear that.

I've never been to a state capital that I liked. Austin is the closest; it is tolerable. I would probably like Boston, Madison, or Nashville, but I've never been.
