The ranking takes into consideration crime statistics, extreme weather, risk of natural disasters, housing depreciation, foreclosures, air quality, terrorist threats, environmental hazards, life expectancy, mortality rates from cancer and motor vehicle accidents, and job loss numbers in 379 U.S. municipalities.

I think it's referring to the metropolitan division that includes Montgomery and Frederick counties. http://www2.census.gov/geo/maps/metr...bsa2004_MD.pdf

Interesting that 25% of them are in New York.

I agree with this actually Well Anything in the Flordia Area Scratch off because i was almost hit 85 times in one afternoon and in Michigan

It's for the metro area or division and I believe that crime has gone down in the city of Buffalo.

I believe it about the Syracuse area, as outside of occational heavy snow(in which the area is equipped for it), you can avoid any of the other risks, by and large.
