Without a doubt, former Cincinnati Mayor Jerry Springer.

Cincinnati likes to keep things interesting in the mayor's office. When current mayor Mark Mallory isn't in City Hall, it's probably because he's hugging Justin Bieber on Jimmy Kimmel Live, going in disguise for Undercover Boss or finding some way to throw the worst pitch in the history of ceremonial first pitches:

Fiorello LaGuardia (NYC), the senior Bill Daley (Chicago), and Willie Brown (SF) come to mind as having been colorful characters... but Jim Curley in Boston might have been the most colorful mayor of all:

Tip O'Neill's anecdotes about Curley in "Man of the House" are particularly priceless - one is retold here: Hundreds of Tip O'Neill stories. My favorite has... - Baltimore Sun.

Buddy Cianci - mayor of Providence, RI

Played a big role in Providence's transition from a cesspool to a renaissance city. In a city with a reputation for the Italian mafia he was indicted on charges of racketeering, conspiracy, extortion, and mail fraud. There have been documentary films, books, and even a Broadway musical based on his checkered political life. Even with his flaws, he is much loved in Providence, and his work putting it back the city back on the radar as a great city and it shows today in many ways. So much nostalgia surrounds him that he even has his own brand of marinara sauce.

Rudy Giuliani is nicknamed "America's Mayor" for a reason. He cleaned up New York, bringing it back from the brink and laying the groundwork for what it's become today, and he was rock steady in the face of chaos during the 9/11 terrorist attacks. Having that amount of influence on the largest city in the United States makes him the most notable mayor in U.S. history to me.
