West Philly. Northwest Philly has some areas, if I'm not mistaken too.

As for Baltimore MD, Prince Georges County MD should be applicable.

Here's a map that shows median household income and racial demographics of every neighborhood in the country. I got a lot of info from here;
Mapping America ? Census Bureau 2005-9 American Community Survey - NYTimes.com

Prince George's county is definitely not applicable to BMORE . It's DC territory for sure.

And Shepard park, Fort Lincoln, Michigan Park, fort Totten, Hillcrest, Fairfax village, and brookland. And that's just in DC proper. Prince George's county has slew of them.

NW Cincinnati has several nice majority Black suburban cities that are safe and highly educated that most people never mention on this forum. Basically the whole NW quad of I-275 meets that criteria. Cincy seems to still get a bad rap on race issues due to the race riots of 2000.

All stats are from City Data city profiles. Search for city name + city data

Forest Park: 65% Black, median income $48k, crime rate 200 (300 is US average)
Silverton: 50% Black, 27% have a Bachelors degree, crime rate 127
Woodlawn: 60% Black, median income 45k, 32% have a Bachelors degree, crime rate is 224
