I am a communications graduate studying a masters in Environmental Science from Sydney, Australia. I want to find a small town/small city in the USA that has a charming square/friendly social atmosphere but also is big on green technology and has a great deal of environmental companies who specialise in education and media production.
I know Austin is a very green town, but it's a little big for us. I would ideally like a town with 45000 - 100000 people and somewhere safe to start a family.

By a long shot.........DAVIS, CALIFORNIA - 68,000. (it's 10 miles west of Sacramento)

The first real 'bike' town. Leaders in "green" everything. Mediterranean climate. They started the Green Movement. Very charming community.
If you like Austin but want something smaller, Madison would be the best choice I can think of. Burlington and Ithaca would be both be great choices as well. Boulder and Santa Cruz are nice too, but are pretty close to large cities so I'm not sure if that would be an issue since you are looking for a smaller city.
Actually, Syracuse in terms of education would be great, but it has more than 100,000 within city limits and neighborhoods vary in terms of crime. If you don't mind a nice village nearby, it could work.
Fully 85% of our power supply comes from hydro-electric dam. Going across the Cascades into towns like Walla Walla there are a lot of wind power generation stations. There's also in the works to have off-shore wind power, but I don't know how or where or when that will happen, I don't think it got off the drawing board.
