No surprises here. The only two surprises are Pueblo CO, because I don't think nearby Colorado Springs CO would qualify. Also, Austin is a real surprise. I know it is affordable as far as a larger city goes, I just didn't think it would make this list.
That would seem not to be true for all of them. Austin, Texas and Pueblo, Colorado appear to have more in-bound than out-bound migration in every year from 2005 to 2010.
I would really LOVE to see the criteria they used to make that list. There seems to be no rhyme or reason to the choices. Most of them shouldn't make a "cheapest COL city" if actually based on COL figures, and not some other arbitrary criteria that are not listed. Totally useless list if you are expecting the title to be truthful.
Kiplinger's list is similar, but slightly different. Here's their ten from cheapest up.
Pueblo, Colorado
Fort Smith, Arkansas
Killeen-Temple-Fort-Hood, Texas
Sherman-Denison, Texas
Springfield, Illinois
Waco, Texas
Brownsville-Harlingen, Texas
McAllen-Edinburg-Mission, Texas
Memphis, Tennessee
Springfield, Missouri (Fayetteville and Jonesboro in Arkansas are listed as the same as Springfield)
Pretty much the same except instead of Austin they have Memphis and McAllen-Edinburg-Mission. (This works due to the tie factor between Springfield and the Arkansas metros)
Although compared to income Austin does come out pretty well by their measure, but Des Moines looks to be somewhat better than that. Cincinnati also does well.
Going by City-Data San Antonio, Texas looks to be one of the cheapest large cities.
