I'll say Denver too since their fans seem more loyal and passionate than any of the other cities. The Bay Area would get higher marks if it wasn't for all the fair-weather, fence-riding, bandwagoners fans that are too common here. I can't tell you how annoying I find "Bay Area sports fans" that will root for both the A's/Giants and even worse Niners AND Raiders. Even SoCal doesn't do that with the Dodgers/Angels from what I've seen.
Has anyone seen something this stupid in LA, Chicago, or NY?
Admittedly I'm biased, but how can Denver compete with Bay Area, which has 6 major league teams and 13 titles between them?
It probably can't...but that's a silly comparison from the get-go, since you're pitting one city against three different cities with their own teams and fan bases that happen to be in the same region.

The Bay Area is ONE media market, which is what matters when it comes to sports. You can't split it up and act like it's a bunch of separate fans bases in different parts of the Bay Area. The Niners are about to move to Santa Clara, does that not make them a SF team anymore? NY's football teams don't even play in the city or even STATE that's attached to their name, so do they not count for NYC's sports teams? Trying to act like the Bay Area is a bunch of different sports/team markets is stupid.
I'd say Denver has the best sports fan overall, followed by the Bay Area. I'll give props to Seattle for the Sounders fans, and LA for its massive Lakers fan base.

What??????? Denver sells out a MUCH LARGER Stadium every game! Oakland sucks and cannot even draw 40,000!!!! Seattle is ok, but Denver OWNS that city in sports! You lost an NBA team and dont even have NHL! Denver is the best in the West bar none!
Seattle has led MLB, the NBA, and the MLS in total attendance multiple seasons in each league.
The Seahawks have sold out most of their games in their existence while the Washington Huskies football team have led the Pac-10/12 in total attendance a majority of seasons over the last 25 years.
The Washington Huskies basketball team sell out most of their games. The Sonics set multiple attendance records. They were the first NBA team to average over 20,000 fans a game over an entire season. The Sonics also had one of the longest sellouts in the NBA in the 90's despite the league's 2nd highest ticket prices.
The Sounders hold many MLS attendance records and have averaged over 35,000 fans a game for their entire MLS existence.
Two major junior hockey teams with combined average attendance that regularly exceeds 10,000 fans a game making Seattle one of the best minor/junior hockey markets.
Seattle has hosted 5 NCAA Final Fours, multiple all-star games, and the largest attended hydroplane race in the country.
The Seahawks, Sounders, Husky Football, and Husky Basketball home crowds are considered some of the best in their respective leagues.

Seattle had its NBA team stolen away. The Sonics had fantastic fan support.
Seattle is building a new arena and will have both the NBA and NHL within 5 years.
Seattle is a better sports city than Denver. The Sonics, Sounders, and Huskies have/had significantly greater fan support than the Denver equivalents. Both the Seahawks and Bronocs sellout all of their games, so that's a push. Both the Mariners and Rockies have led MLB in total attendance multiple times, so that too is a push.
Seattle gets the edge because of college sports.
