Sort of, except New Orleans is kind of her own thing, still the deep South but an entire new category of one. The rest of Louisiana is as deep south as it gets.
Being from the Mississippi Gulf Coast, I've always grouped MS and LA together because of my proximity to LA and southeast Louisiana because our lifestyles, culture and day to day living is so similar. I guess it's mainly because I grew up on the western side of the MS Gulf Coast and collaborated with LA more on a daily basis from medical to shopping to entertainment.
North Louisiana and the Florida Parishes share simular cultural dynamics with Mississippi and Alabama but those two regions together comprise about 30% of Louisiana's total population. There's some instances where Louisiana should be grouped with those two states while there's others not so much. Then again the Gulf Coasts of Mississippi and Alabama have some atypical dynamics compared to the overall cultural fabric outside those regions within their respective states.
Outside of New Orleans and maybe Baton Rouge, yeah Louisiana fits with those states. I would throw Arkansas in with them for good measure.
