Wet cold feels colder than dry cold, if that's what the OP is getting at. What are Seattle's average highs in Dec, Jan and Feb? If it's within 5-10 degrees of Denver, you could easily make the argument that an average dry winter day in Denver doesn't feel as cold as a wet Seattle day would.

It could be 30F in Wyoming or Colorado and feel almost warm too. 30F in Oregon or Washington always feels very cold, at least on the west side of the Cascade Mountains.

I agree. I sometimes say that some of my favorite weather is 30's or 40's and sunny, because in the winter or spring time it can feel SO nice and warm with sunshine. Now that I moved to Cleveland (and also having lived in Chicago near the shoreline) I can tell that cold is not always the same based on temperature alone (just like heat isn't the same). I can't wait until somebody develops a "Chill Index", or something that takes the humidity of the air into account for cold temps, similar to the heat index. And I know there's the "Wind Chill Effect" out there, but that's not the same thing.
